Issue

Mail (32-bit) icon in control panel lost its bitmap and is not active (clicking on the icon doesn't do anything).

Resolution

If your Control Panel is in the classic icon layout, you should see the Mail applet directly in the list of icons. For a 64-bit version of Windows Vista, the icon would be listed in the “View 32-bit Control Panel Items” section. I am trying to open the 'Mail (Microsoft Outlook 2013)' icon in control panel. The icon looks as it should with the mail envelop but it just gives a brief status circle and then goes away without doing anything. I have tried uninstalling and reinstalling both the 32 bit and 64 bit versions. I have tried different logins but the same issue.

To fix the icon permanently, open Registry Editor (regedit.exe) and navigate to

Open value mlcfg32.cpl and make sure its data is set to a valid path to MLCFG32.CPL file. Normally it should be: C:PROGRA~2MICROS~1Office14MLCFG32.CPL
